Driving without a license in Phuket: fines, insurance and the real cost

The legal fine for driving without a license in Phuket is up to 1,000 ฿, and riders stopped at checkpoints are usually fined 500-1,000 ฿. The fine is annoying, but it isn’t the real risk. Without a valid license, insurance doesn’t cover an accident, and the bill for treatment and repairs stays with the rider.

What driving without a license costs in Thailand

The amounts are set by the Motor Vehicle Act of 1979. For driving without a license, section 64 provides for a fine of up to 1,000 ฿, up to one month in prison, or both. The police decide the exact amount within those limits.

OffenceMaximum penalty
Driving without a license1,000 ฿ fine, up to 1 month in prison, or both
Driving on an expired license2,000 ฿ fine
License held but not carried1,000 ฿ fine
Riding without a helmet2,000 ฿ fine

What happens at a checkpoint

In practice, an officer usually writes a rider without a license a ticket for 500-1,000 ฿. You pay it at the police station and are given a receipt.

Keep the receipt with you. If you are stopped again the same day, it shows the fine for that offence has already been issued, and you usually aren't fined twice for the same thing. It is not permission to ride, though: the next day or at another checkpoint it starts over.

Where licenses are checked in Phuket

Checkpoints and patrols are most common in Patong, Karon and Kata, especially in high season from November to March. The main reasons to be stopped are no helmet and no license. At night the same checkpoints test for alcohol.

At a checkpoint you'll be asked for your license, your IDP and your passport or a copy with the entry stamp. The categories must match the vehicle: a car-only IDP on a scooter counts as no license.

The biggest cost is insurance

Basic travel insurance usually doesn't cover injuries on a motorcycle, and needs a separate add-on for that. Even then it only pays if the rider held a license for the right category. Without one, the insurer will refuse the claim.

Then there is damage. Repairs to the rented bike, someone else's car and treatment for anyone hurt are paid out of pocket without insurance, and in a serious accident that can run into hundreds of thousands of baht. Next to that, a 1,000 ฿ fine is the cheapest part of the story.

Rental shops and licenses

Rental shops in Phuket usually ask for a license: if a renter is caught without one, both the rider and whoever rented out the bike have a problem with the police. Some shops still hand over a scooter without a license, but that doesn't make riding it legal. The ticket goes to the person riding, and rental contracts usually say plainly that documents are the renter's responsibility.

A fake IDP is worse than none

Ads for an "international license in a day" sell paper with no legal force: a real IDP is only issued in the country that issued your home license. Showing a fake to the police is no longer a traffic offence but use of a forged document under the Thai Criminal Code. More in why you can't buy a Thai license.

How to sort out your license legally

If your trip hasn't started yet, the easiest option is to get an IDP at home. If you're already in Phuket and have no IDP, or it has expired, there is one legal route: a Thai license. Russian license holders don't even need an IDP for it: their license converts to a Thai one in a single visit.

Doing it yourself takes several steps: a TM-30 filed by your landlord, a residence certificate from immigration, a medical certificate, an online course and a slot at the DLT booked through the Smart Queue app. Booking in Phuket is the hardest part: according to ExpatDen, foreigners in summer 2026 reported no free slots at the island's office at all. The medical and residence certificates are valid for 30 days, so if the booking slips, the documents have to be done again.

Through Phuket License a new license from scratch costs from 10,000 ฿, with no driving school and the shortest legal timeline on the island. With a valid IDP for the right category, or a Russian license, conversion costs from 5,500 ฿ in one visit. For motorbikes, see the motorcycle license in Phuket guide.

Need a Thai license?

Conversion from 5,500 ฿ in one visit - Russian license holders need no IDP. A new license from 10,000 ฿, legally and in the shortest time on the island. Fixed price, cash on the day.

FAQ

Common questions

Can the police take the bike for riding without a license?

The police can send the bike to the impound lot until things are sorted out. Who pays to get it back is set by the rental contract, so read that clause before your first ride.

What is the fine in Thailand for driving a car without a license?

The same as on a bike: under section 64 of the Motor Vehicle Act, a fine of up to 1,000 ฿, up to one month in prison, or both. Driving on an expired license is up to 2,000 ฿.

If I pay the fine, can I keep riding?

The receipt shows the penalty has been issued, but it doesn’t give you the right to drive. The only legal way to keep riding is with a license.

Is a category A home license without an IDP the same as no license?

Formally it is disputed - see our guide on whether you need a license in Thailand. In practice, checkpoints in Phuket often won’t accept a home license without an IDP.
