A Thai license abroad: where it works and what happens back home
A Thai license is valid without an IDP in nine ASEAN countries. Outside the region you add a Thai international permit. Back home, the rule in most countries depends on whether you are visiting or living there: visitors can usually drive on it for a while, residents normally have to exchange it within a set period.

Where a Thai license works
A Thai license is valid without an IDP in nine ASEAN countries: Laos, Vietnam, Cambodia, Myanmar, Malaysia, Indonesia, Brunei, the Philippines and Singapore. According to Motorist Thailand, the one condition is the plastic card with the details in English.
In Vietnam a Thai license works under the same ASEAN agreement on the mutual recognition of licenses. Individual countries still apply their own rules: Malaysia, for example, has required an IDP from holders of neighbouring countries' licenses since 2018. Check the rules of the specific country before you go.
Outside ASEAN you need a Thai international permit. It is issued by the DLT; more in the guide to the International Driving Permit in Thailand.

Visiting your home country with a Thai license
Most countries recognise foreign licenses for people who are there temporarily: tourists, students, short-term visitors. A Thai license is a foreign license like any other, so as a visitor you can usually drive on it. Outside ASEAN, carry a Thai international permit or a certified translation: the Thai card has the details in English, but not every country accepts that on its own.
Citizens who live abroad and come home for a visit are treated differently from country to country. In some they count as visitors, in others their own nationality limits how long a foreign license is valid. Check with your country's licensing authority before relying on it.
Moving back home
Once you become a resident again, most countries give you a grace period, often from a few months to a year, and then require you to exchange the foreign license. Whether that exchange is a formality or needs a theory test, a practical test or both depends on the country and on whether it recognises Thai licenses. Ask your licensing authority before you apply.

If your home license is still valid
The calmest option is not to exchange anything. Renew your home license at home as usual and use the Thai one in Thailand and neighbouring countries. Then you need no exam and no translation.
Keep an eye on the Thai license's date too: the first one is issued for two years, then renewed for up to five. Terms are on the renewing a Thai license page.
If you don't have a Thai license yet
There are two routes in Phuket. Conversion - one visit, no exam, from 5,500 ฿: with a valid IDP in matching categories, and for a Russian license without an IDP. A new license from scratch - from 10,000 ฿, legally and in the shortest time on the island. Details are on the homepage.
